Nur leider bekomme ich den VLC Player nicht zum laufen, ich will aber halt auch kein reines Media Center.

Ja das hatte ich zu Anfang auch drauf, nur möchte ich gerne einen Player benutzen um meine Videos anzuspielen. Es funktioniert zwar auch über den Omxplyer, aber es ist halt nicht sehr Bedienerfreundlich. Mir ist auch egal welcher Player, es muss nicht der VLC sein.

warum solltest Du auch gleich ein reines Media Center installieren? Weil Du den VLC-Player nicht installiert bekommst? Letzteres ist ja jetzt nicht die Herausforderung. Was ist denn schief gelaufen?
Auf meinen Privatrechnern laufen jeweils Ubuntu-Distributionen. Sofern Mate auf dem Pi 2 eine gute Performance erzielt, warum wechseln? Du hast hier immerhin ein vollwertiges und anfängerfreundliches Linux am Start.

Naja die Installation von VLC ist auch nicht das Problem, nur spielt er keine .mp4 und.avi ab. Es kommt nur Ton und kein Bild.
Ich habe auch im RPI Store die mpg2 Codecs gekauft und in die config.txt eingefügt hat aber nichts gebracht.

Könntest Du Deine Einstellungen mal herzeigen? Verwendest Du VLC mit GUI? Sonst config.txt zeigen.

Bei Ubuntu Mate ist VLC schon vorinstalliert, wo liegt denn die config.txt des VLC Players?

wo liegt denn die config.txt des VLC Players?
Die vlc-config ist eine versteckte Datei.
Im Terminal findest Du das Verzeichnis für die config mit:

Ja, da hast Du recht. Hab mich vertan.
Optional könnte er unter:
Aktivieren/Deaktivieren.
Ansonsten stimmt etwas nicht mit den Containerfiles.
Wie ich auch schon im Chat erwähnt habe, hat die gekaufte GPU-Codec Lizenz nichts mit dem Abspielen an sich zu tun. Die GPU-Codec Lizenz dient nur zur Hardwareseitigen Beschleunigung! Abspielen sollte man es aber auch ohne GPU-Codec können!
Wenn man keinen GPU-Codec Schlüssel hat wird eben alles von Software und somit der CPU übernommen. Mit GPU-Codec-Schlüssel übernimmt bzw unterstützt die GPU die De-/En-Kodierung.
Kann sein das bei Ubuntu-Mate VLC bereits installiert ist, aber ob du nun Ubuntu-Mate oder Raspbian verwendest sollte schnurz sein. VLC kannst du bei jeder Linux Distribution installieren.
Da du beim Abspielen zwar Ton aber kein Bild hast , liegt die Vermutung nahe das dir der Codec für Video fehlt. (Das hat nichts mit der speziellen RaspberryPI GPU Geschichte zu tun, heißt zwar auch Codec, ist aber wie gesagt Software (bzw lib's) die der Player benötigt).
VLC hat normalerweise ziemlich viele Codecs bereits eingebaut (built-in). Es kann aber trotzdem sein das Du einen anderen benötigst, weil:
MP4 ist zunächst mal nur ein Container-Format, was aber verschiedene Codecs benötigen könnte: Quicktime, H264, MPEG4 usw... Du siehst also das du für eine *.mp4 Datei nicht zwangsläufig eine MPEG2 Lizenz benötigst!
Das allgemein geläufigste Codec-Paket ist ffmpeg mit dessen Hilfe du dir auch Media-Informationen von der jeweiligen Datei ausgeben lassen kannst: ffmpeg -i <datei>
Problem mit ffmpeg könnte allerdings sein das die ganzen non-free Codecs disabled sind. Dieses Problem kann man lösen indem man ffmpeg selber kompiliert und mithilfe der Option '--enable-nonfree' die Codecs verfügbar macht.
ffmpeg kompilierst du wie folgt:
sudo su
apt-get install git-core gcc-4.8 g++-4.8 build-essential
cd /usr/src
git clone git://source.ffmpeg.org/ffmpeg.git
cd ffmpeg
screen
export CC=gcc-4.8
export GCC=g++-4.8
./configure --disable-librtmp --enable-nonfree && make -j4 && make install

Schließt dann das Terminal Fenster damit screen es auffängt (oder lasst es auf, egal). In ca. einer Stunden könnt ihr dann mit dem Befehl screen -r wieder in den screen wechseln und gucken ob er fertig ist. Auf einem alten Pi1 dauert das kompilieren bis zu 5 Stunden, deshalb ist 'screen' sinnvoll
Es könnte aber auch sein das du bereits mit dem Paket libavcodec54 dein Problem gelöst kriegst
